Blue eyes also exist in Shih Tzu's, as it does many other breeds. As to how this happens though, it has not been researched, only assumptions have been made. It appears to be something related to decreased pigment around the eyes causing blue eyes, like some kind of piebald gene.

It has been said that a blue eyed Shih Tzu is diseased and will produce diseased pups.[1] Breeding a Shih Tzu with blue eyes will not produce disease, but there is a probability that it will produce pups that also have extreme piebaldism, but not neccessarily in the same area such as the face. A blue eyed Shih Tzu is not diseased, some may not be blind or deaf but since it is possibly linked to the piebald gene, there is a probability of it being more common.
